Khamphanh was born in Savannakhet, Laos. He lived in Vientiane, Laos before moving to Rochester, NY. He graduated from Monroe Community College. Khamphanh dedicated his life to family, work and community. He was an active leader in the Rochester Laotian community. He dearly loved his mother and family. He was a landlord and an avid home renovator. As a philomath, he was a great resource to anyone who knew him. He loved his motherland, Laos and was a frequent visitor.
